Buying a Car in BC on a Foreign or Out-of-Province Licence: The 90-Day Rule, the Student Exemption and What Lenders Need

You can buy, insure and often finance a car in BC before you hold a BC licence, but three clocks run at once: your licence, your registration and your permit. Here is how the 90-day rule and the student exemption work, what ICBC credits for foreign experience, and what newcomer lenders ask for by status.

1. Can you buy a car in BC on a foreign or out-of-province licence?

Yes. You can buy, register, insure and often finance a used car in BC on a valid foreign or out-of-province licence. What limits you is time: most new residents can drive on that licence for only 90 days after moving here.

Think of it as three separate clocks. Buying the car resets none of them.

2. The 90-day rule in plain language

The rule comes from section 34(1.1) of the Motor Vehicle Act. A valid licence from where you last lived works "for 90 days after the person becomes a resident of British Columbia," meaning ordinarily resident here. The clock runs from the day BC became your home, not from the day you bought a car. ICBC's page for people moving from outside Canada says the same.

Who the 90-day rule does not apply to

  • Full-time students. ICBC says the rule does not apply if you have a valid student exemption through full-time enrolment at a designated educational institution in BC. It lasts while you are registered full time and attending. SFU's international student page tells students to carry their home licence (translated if not in English), student ID and study permit.
  • Tourists and people ordinarily resident elsewhere. Up to six months from the date they last entered BC.
  • Seasonal Agricultural Worker Program participants. Up to 12 months on a valid home licence, per ICBC.

If you graduate onto a post-graduation work permit or drop to part time, ask ICBC how the 90-day rule now applies rather than assuming the exemption carries over.

Moving from Alberta, Ontario or another province

Canadians moving here get the same 90 days. ICBC now asks only for licence history, not proof of past insurance. It can usually look up your first-licence date itself, but its driving experience page says drivers from Ontario, Manitoba, Saskatchewan, Yukon or Nunavut must bring proof. 3. Exchange or test: what your licence country does to your timeline

If your licence comes from a jurisdiction on ICBC's exchange list, ICBC says you can swap it for a BC licence at an appointment "without additional testing." If it does not, you need to pass a knowledge test and then a road test inside your 90 days.

ICBC exchange list as checked in late September 2026; commercial licences differ. ICBC's overview says listed licences exchange "without additional testing", while its jurisdiction tab describes the overseas list as waiving knowledge testing, so confirm whether a road test applies when you book.

On the testing path, ICBC recommends you "start early as you will need to qualify on a knowledge test first and then wait for an available road test appointment." The knowledge test is 50 questions, 40 to pass, offered in 12 languages.

The surrender trap. When you apply, ICBC keeps your foreign licence. Its page states that if you are required to pass a road test and do not pass, "you will be issued a B.C. Learners licence, and your previous licence will not be returned to you." A failed road test can leave you with a car payment and no solo licence. Practise in BC conditions first, and bring a licensed driver to the test, as ICBC advises.

Fewer than two years of provable non-learner experience puts you into BC's Graduated Licensing Program, with restrictions, even if your licence is exchangeable.

4. Insurance: what the Autoplan broker needs and how your experience counts

Every vehicle in BC needs Basic Autoplan, bought at an Autoplan broker when you register the car, and a foreign licence does not stop that. ICBC's guidance on buying insurance says that for a driver without a BC licence you provide their name, licence number, issuing jurisdiction and date of birth.

What changes the price is how much experience ICBC has on file for you:

  • Up to 15 years of credit. ICBC credits up to 15 years of non-BC driving experience once it has a record showing your original licence date. Its new resident insurance page says that proof is a driver's abstract or letter of experience from the authority that issued your first non-learner licence. Learner time does not count.
  • Originals only, for most countries. Records must be originals (or copies stamped by the licensing body); photocopies and email printouts are not accepted. Extra records sent after your BC licence is issued can be emailed or faxed from Canada, the USA and 15 listed countries (including the UK, Australia, Japan and South Korea), and ICBC says they can take up to 30 days to be entered. Records from anywhere else must be presented in person.
  • A three-year new-resident adjustment. ICBC says premiums "will be adjusted for the first three years of driving in B.C. due to the increased risks associated with driving in a new area," even with credited experience.

ICBC's page on drivers, experience and crash history says 75% of the driver portion of the premium follows the principal driver (who drives the car most) and 25% the highest-risk listed driver.

Example (illustrative): two 25-year-olds insure the same $18,000 sedan in Burnaby. One brings an original abstract showing eight years of full licence; the other can prove nothing. The first is rated on eight credited years, the second as having no proven experience until a record arrives. 5. Financing on a work permit, study permit or new PR card

Lenders weigh your status, income documents, time left on your permit and down payment more than the licence itself. Banks run newcomer programs through participating dealers, and dealers also use specialist new-to-Canada lenders.

Our newcomer lenders look at immigration status, proof of income or a job offer letter, and a valid BC licence or an exchangeable foreign licence. If yours is not exchangeable, say so when you apply and tell us where you are in the testing process.

Documents by status. PRs bring a PR card or confirmation of PR plus pay stubs. Work permit holders bring the permit and, for RBC, an employment contract or letter showing salary, title and work arrangement. Students bring a study permit and enrolment letter; on part-time income, a co-signer can strengthen the file.

Example: what 10%, 15% and 25% down does on a $20,000 car. Assume $20,000 all-in (vehicle, taxes and fees), 60 months and an illustrative 9.99% APR. These are worked numbers, not a rate quote.

7. A Week 1, Week 4, Week 10 plan that finishes before day 90

Example: you became a BC resident on Tuesday, September 1, 2026. The 90 days run to Monday, November 30, 2026. Work backwards.

  1. Week 1 (by September 8). Book the ICBC exchange appointment or knowledge test. Have family request your original driving abstract if you did not bring it. Pre-qualify online so you know your budget.
  2. Week 4 (by September 29). Exchange-list drivers: you should hold a BC licence or interim by now. Testing-path drivers: knowledge test passed and a road test booked. Shortlist cars and get broker quotes on two or three exact vehicles.
  3. Purchase day. Bring your passport, immigration document, current licence and income proof. Register and insure at an Autoplan broker within 10 days; at a dealer this usually happens the same day.
  4. Week 10 (by November 10). Road test done, leaving three weeks for a retest. Submit any late experience proof so your premium is re-rated.

8. Five mistakes that cost newcomers money

  • Buying on day 80. Without a passed road test, you own a car you cannot legally drive alone from day 91.
  • Driving past day 90 anyway. Section 55(3)(a) of the Insurance (Vehicle) Regulation makes it a breach of your Autoplan conditions to drive while "not authorized and not qualified by law" to do so. A breach can leave you personally exposed after a crash.
  • Registering the car to a spouse who will not drive it. Owning it in one name and driving it in another is allowed, but the principal driver must be declared correctly. ICBC warns that if your policy information is not correct and current, "you may not be covered if you have a claim."
  • Treating an International Driving Permit as a licence. An IDP is a translation of your home licence; it does not extend the 90 days.
  • Leaving the abstract at home. Posted records can take weeks, and most countries' originals must be shown in person.

9. When your program or permit ends: selling before you leave

On a permit, plan the exit when you buy: a financed car cannot be sold clear until the lien is paid out.

ICBC's cancellation page says to take your plates and papers to a broker; any refund depends on time left on the policy, less non-refundable fees. Selling to a dealer is usually fastest, since the dealer pays your lender directly; get a number on our sell my car page.

Frequently asked questions

I arrived in Vancouver on a work permit three weeks ago. Can I finance a car?

Usually, yes. Newcomer lenders look at your work permit, an employment letter or pay stubs, and your down payment rather than a Canadian credit score. Scotiabank's StartRight sets a 25% minimum down for foreign workers. Plan to pass any required road test before day 90.

Can I buy and insure a car in BC with an international driver's licence?

Yes, while your licence is valid for driving here. ICBC lets brokers list drivers without a BC licence by licence number and issuing jurisdiction. An International Driving Permit is only a translation; carry it with your original licence.

Does the 90-day rule apply to international students in BC?

Not while you are registered full time at a designated educational institution in BC. Carry your home licence, a translation if it is not in English, and your study permit.

How much does foreign driving experience lower ICBC insurance?

ICBC credits up to 15 years of non-BC, non-learner experience once it receives an acceptable record showing your first licence date. It also adjusts premiums for your first three years driving in BC.

Can I register a car in my spouse's name if I don't have a BC licence yet?

You can register the car to either of you, but whoever drives it most must be listed as principal driver. That person carries 75% of the driver portion of the premium, and ICBC warns that incorrect policy information can leave you without coverage on a claim.

What happens if I fail the BC road test after surrendering my licence?

ICBC issues a BC learner's licence and does not return your previous licence, so you can only drive supervised until you pass. Leave time for a retest before committing to a financed car.
