Should You Wait for Chinese EVs or Buy a Used EV Now in BC?
If you need a car in the next six months, waiting for BYD probably isn't worth it. As of October 2026, BYD, Chery and Geely had not started selling in Canada. Geely says its first vehicles will arrive in 2027 and Chery is targeting early 2027. BYD has not announced a launch date, and imports are capped at 49,000 a year. Tesla launched the Shanghai-built Model 3 Premium RWD at $39,490 in May 2026, but paused new Model 3 Premium orders in Canada on October 12, 2026, saying its import quota was used up. Tesla says orders may reopen around March 2027, though that could change sooner if Tesla brings in US-built cars. This guide runs the all-in BC math and explains when waiting makes sense.
1. The short answer: should I wait for Chinese EVs?
If you need a car within six months, buying now usually makes more sense than waiting. As of October 2026, BYD, Chery and Geely had not started selling in Canada. Geely says its first vehicles will arrive in 2027 and Chery is targeting early 2027. BYD has not announced a launch date, and the import quota is limited.
The cheapest Chinese-built option is also on pause. Tesla launched the Shanghai-built Model 3 Premium RWD at $39,490 in May 2026, but paused new Model 3 Premium orders in Canada on October 12, 2026, saying its import quota was used up. Tesla says orders may reopen around March 2027, though that may change sooner if Tesla brings in US-built cars, as Electrek reported on October 26, 2026.
Waiting only pays off if you can go without a car for a while, you want a new EV under about $30,000, and you are comfortable being an early owner of a brand that is new to Canada. Everyone else can compare today's new and used EVs on real BC numbers, which is what the rest of this guide does.
2. What changed for Chinese EVs in Canada in 2026
On January 16, 2026, Canada announced a deal allowing 49,000 Chinese-built EVs a year into the country at a 6.1% tariff. A tariff is a tax paid on imported goods. A quota is a cap on how many can come in at that lower rate. The quota started on March 1, 2026.
The yearly quota is split into two import periods. According to Global Affairs Canada Notice 1168:
- The second period runs September 1, 2026 to February 28, 2027.
- It covers 24,500 units plus anything left over from the first period, handed out first come, first served.
- Only automakers, or their Canadian agent, can import under the quota.
- Every shipment needs a permit, and EVs imported without one are prohibited.
Electrek reports the quota is set to rise to 70,000 a year by 2030. As of October 2026, 33,069 of 49,000 quota spots were unused. So more Chinese-built EVs are coming, but gradually, not as a flood.
3. Which Chinese-built EVs can you buy in BC now, and which are coming?
Already launched in Canada
The first winners of the deal were brands already selling here. As of May 2026, Electrek reported that:
- In early 2026 the cheapest Model 3 in Canada was the US-built Long Range AWD at $79,990. In May, Tesla added a Shanghai-built Tesla Model 3 Premium RWD at $39,490.
- The Lotus Eletre dropped to $119,900, from $313,500.
Tesla paused new Model 3 Premium orders in Canada on October 12, 2026, saying its import quota was used up. Drive Tesla Canada reports the pause covers both the RWD and AWD. Tesla says orders may reopen around March 2027, but that may change sooner if Tesla brings in US-built cars: Electrek reported on October 26, 2026 that Tesla appears to be preparing a US-built Model 3 Premium RWD for Canada.
Coming later, at estimated prices
Industry estimates reported by Electrek (May 2026) for BYD models are below. These are estimates, not Canadian sticker prices, and they leave out freight and tax.
- BYD Seagull: as low as about $25,000
- BYD Dolphin: about $31,000
- BYD Atto 3: about $42,000
- BYD Seal: about $49,000
BYD hired an Ontario consultancy to find sites for 20 dealerships in its first year, starting in the Greater Toronto Area, with plans for Vancouver, Montreal and Calgary (Electrek, May 2026). BYD itself had not confirmed any Canadian location or opening date as of October 2026, so check BYD's own Canadian announcements before you plan a purchase around one.
One more thing to keep in mind: the federal rebate excludes the Shanghai-built Model 3 because it is built in China (more below). If a BYD sold here is also built in China, the same rule would likely keep it out of the rebate.
4. What does an EV really cost in BC? New vs used, all in
Sticker prices hide a lot. In BC you also pay freight, 5% GST and 7% PST on a dealer-sold EV under $75,000 (as of October 2026, per PST Bulletin 308), and you may get a federal rebate on some new models. The new-car figures below use the prices and rules reported by Drive Tesla Canada.
| Vehicle | Price assumed | Federal rebate | Estimated BC total |
|---|---|---|---|
| New Tesla Model 3 Premium RWD (Shanghai-built), orders paused as of Oct 2026 | $41,990 incl. $2,500 freight and PDI | Not eligible | $47,028.80 |
| New Tesla Model Y RWD (Berlin-built) | $52,490 incl. $2,500 freight and PDI | $5,000 in 2026 ($4,000 in 2027) | $53,788.80 |
| New Toyota bZ XLE FWD | $45,985 before freight | $5,000 in 2026 ($4,000 in 2027) | $46,503.20 before freight |
| BYD Dolphin (estimate) | About $31,000 | Likely not eligible if China-built | Not on sale yet |
| Used EVs, including Tesla Model 3 and Model Y | See our current used EV listings | Not eligible (new only) | Listing price + 5% GST + 7% PST |
See our current used EV listings for vehicles in stock. New-car totals are worked estimates that include GST and PST and use the 2026 rebate amount.
How the federal EVAP rebate works
As of October 2026, Drive Tesla Canada reports the federal rebate (EVAP) is $5,000 for a fully electric vehicle in 2026, falling to $4,000 in 2027 (based on the date the seller submits your eligibility assessment), and $2,500 for a plug-in hybrid, on new vehicles only. The price must be $50,000 or less, and the car must be built in Canada or a free-trade partner country. Vehicles made in Canada have no price cap. That is why the Shanghai-built Model 3 misses out while the $49,990 Berlin-built Model Y RWD and the $45,985 bZ XLE FWD qualify. Tesla's $2,500 freight and PDI does not count toward the $50,000 cap, and sales tax is charged on the price before the rebate. Confirm the current rules with Transport Canada before you sign.
Are there BC EV rebates in 2026?
BC's CleanBC Go Electric vehicle rebates are paused, and the province said in February 2026 it won't bring them back. BC Hydro's home-charger rebate covers 50% of costs up to $350 for single-family homes, row homes and duplexes, and Tesla chargers are no longer eligible, as reported in 2026. Check gov.bc.ca and BC Hydro for the latest. Our used EV rebates guide covers what applies to used cars.
5. What cheaper Chinese-built EVs mean for used EV values
Used cars are priced against what the new version costs. In early 2026 the cheapest Model 3 in Canada was the US-built Long Range AWD at $79,990. In May, Tesla added a Shanghai-built Premium RWD at $39,490 (orders paused since October 2026). Every new import that lands under the quota adds another option to compare against.
For buyers, the useful step is to compare a used EV against new models you can actually order today. For a broader look at how prices have moved locally, see our Greater Vancouver Q3 2026 price report. We won't guess at future percentages, because nobody can predict them reliably.
For current EV owners, the logic runs the other way. If you were already planning to change cars, getting a firm number now means you aren't waiting while more new imports arrive. You can get your EV appraised without buying anything, and our guide on how dealers appraise trade-ins explains what affects the offer.
6. Is PST on electric cars going up in BC in 2027?
Yes, for pricier EVs. Under PST Bulletin 308, as of October 2026, an EV bought from a dealer pays 7% PST under $75,000, 8% from $75,000, 9% from $76,000 and 10% from $77,000 up to $124,999.99; 15% from $125,000 and 20% from $150,000. These EV rates end on February 22, 2027, when the old thresholds return and 7% applies only under $55,000. The rule covers all zero-emission vehicles, including plug-in hybrids.
Worked example: a Model Y Premium AWD at $64,990 pays $4,549.30 in PST today. After February 22, 2027, the same car would pay $6,499.00. On the $64,990 price alone, PST rises by $1,949.70. Including $2,500 freight and PDI, the increase is $2,024.70 (based on the bulletin's rates).
- Used EVs under $55,000 bought from a dealer are not affected.
- After February 22, 2027, the old rates return: 8% from $55,000, 9% from $56,000 and 10% from $57,000. EVs at $77,000 and up don't change.
- EVs priced from $55,000 to just under $77,000 see the biggest jump in rate.
- Buying privately is different: private sales pay 12% PST on most private sales (15% to 20% above $125,000), charged on the higher of the purchase price or average wholesale value, according to the same bulletin.

7. Wait or buy now? A simple checklist
Waiting may make sense if:
- You can go without a car, or keep your current one, for several months.
- You specifically want a new EV under about $30,000, like the estimated Seagull or Dolphin.
- You are comfortable with an unknown resale value and a parts and service network that is still being built.
Buying now may make more sense if:
- You need a car before winter.
- You want AWD for Sea-to-Sky or Interior driving. See our used AWD cars.
- You want a model with a resale track record in Canada.
- You are looking at an EV priced from $55,000 to just under $77,000 and want to finish before the February 22, 2027 PST change.
- You want an eligible new EV: the federal rebate drops by $1,000 in 2027.
- You would rather skip charging altogether. A hybrid such as a Honda CR-V Hybrid, Toyota Camry Hybrid, Corolla Hybrid or Civic Hybrid needs no plug. Browse used hybrids or compare the RAV4 Hybrid and CR-V Hybrid.
Whatever you choose, ask for a battery state-of-health reading on any used EV and read the history report. Our used EV and hybrid buying guide walks through what to check.
8. How this works at Spinny Cars
Spinny Cars is a used car dealership at 240 12th Street in New Westminster, licensed by the Vehicle Sales Authority of BC (VSA Dealer #D50318). The showroom is a short walk from New Westminster SkyTrain Station, with free customer parking on site.
- Spinny Assured: eligible vehicles get a 150-point inspection, a 6-month warranty on major mechanical components, a 7-day exchange for another Spinny Assured vehicle, and a CARFAX Canada vehicle history report. Vehicles sold as-is are not part of the program. See what's covered.
- Financing: we send one application to several BC lenders, with options for new credit, newcomers to Canada, past bankruptcy and rebuilding credit. Approval is never guaranteed. Pre-qualifying at /get-approved is a soft inquiry that won't affect your credit score; a full lender application is a hard inquiry.
- Trade-ins and selling: we buy cars outright, no purchase needed, and take trade-ins. In BC, your trade-in's value comes off the price of the next car, which reduces the PST you pay.
- Delivery: we arrange delivery across BC, including Vancouver Island and the Interior.
We're open Monday to Saturday 10am to 8pm and Sunday 11am to 6pm. Call or text 778-852-1023 to ask about any EV in stock.

Frequently asked questions
When will BYD be sold in Vancouver or BC?
As of October 2026, BYD, Chery and Geely had not started selling in Canada. Geely says its first vehicles will arrive in 2027 and Chery is targeting early 2027. BYD has not announced a launch date. BYD hired an Ontario consultancy to find sites for 20 dealerships in its first year, starting in the Greater Toronto Area, with plans for Vancouver, Montreal and Calgary. Because quota spots are handed out first come, first served, early supply may also be limited.
How much will a BYD cost in Canada?
Final Canadian prices have not been announced. Industry estimates reported by Electrek in May 2026 put the Seagull as low as about $25,000, the Dolphin at about $31,000, the Atto 3 at about $42,000 and the Seal at about $49,000. Those figures leave out freight, 5% GST and 7% PST in BC. If the cars are built in China, they would likely miss the federal rebate, just as the Shanghai-built Model 3 does.
Can I import a Chinese EV myself?
Not under the quota. Global Affairs Canada Notice 1168 says only automakers, or their Canadian agent, can import Chinese-built EVs under the 49,000-a-year quota. Every shipment needs an import permit, and EVs brought in without one are prohibited. For a private buyer in BC, the practical route is to wait for a brand to sell through Canadian dealers or to buy an EV already available here.
Does the $5,000 federal rebate apply to used EVs or the Tesla Model 3?
Not as of October 2026. The federal EVAP rebate applies only to new vehicles priced at $50,000 or less and built in Canada or a free-trade partner country; Canadian-made vehicles have no price cap. It is $5,000 for a fully electric vehicle in 2026, falling to $4,000 in 2027, based on when the seller submits your eligibility assessment. Used EVs and the Shanghai-built Model 3 don't qualify. The Berlin-built Model Y RWD at $49,990 and Toyota bZ XLE FWD at $45,985 do.
Is there an EV rebate in BC in 2026?
BC's CleanBC Go Electric vehicle rebates are paused, and the province said in February 2026 it won't bring them back. BC Hydro still offers a home-charger rebate of 50% of costs up to $350 for single-family homes, row homes and duplexes, though Tesla chargers are no longer eligible. Confirm current details on BC Hydro's website before you buy. The federal rebate applies separately, only to eligible new vehicles, and drops by $1,000 in 2027.
Will used Tesla prices keep dropping?
Nobody can promise where prices go next. What is known: in early 2026 the cheapest Model 3 in Canada was the US-built Long Range AWD at $79,990. In May, Tesla added a Shanghai-built Premium RWD at $39,490, though orders have been paused since October 2026. The Chinese EV quota is set to grow to 70,000 a year by 2030. Owners planning to sell may prefer to get an appraisal sooner.
Is PST on electric cars going up in BC in 2027?
Yes, for dealer-sold EVs priced from $55,000 to just under $77,000. After February 22, 2027, the old rates return: 7% under $55,000, 8% from $55,000, 9% from $56,000 and 10% from $57,000. EVs at $77,000 and up don't change. On a $64,990 Model Y Premium AWD, PST rises by $1,949.70 on the price alone, or $2,024.70 including $2,500 freight and PDI. Used EVs under $55,000 are not affected.
